DOJ Confirms Sexual Assault Complaints Against Marikina Rep. Marcelino Teodoro
MANILA – The Department of Justice (DOJ) has confirmed that two separate criminal complaints have been lodged against Marikina 1st District Rep. Marcelino "Marcy" Teodoro, accusing him of acts of lasciviousness and sexual assault.
According to DOJ spokesperson Assistant Secretary Mico Clavano, both complainants are female police officers who served as close-in security personnel to Teodoro at different times. Speaking on the matter, Clavano emphasized the department’s adherence to Department Circular No. 20 (2023), which mandates a comprehensive case build-up and legal review before any preliminary investigation is initiated to ensure evidence sufficiency.
"This guarantees that any subsequent action will be founded on a thorough and substantiated record," Clavano stated, also assuring that Teodoro will be granted full due process throughout the proceedings. He declined to reveal the identities of the complainants, citing concerns over their privacy and security.
The Marikina City Police Office confirmed that the two complainants have been transferred to the Philippine National Police (PNP) national headquarters at Camp Crame for their protection. Marikina Police Chief Col. Michael Astrera reiterated the office’s commitment to upholding due process and the rule of law.
Rep. Teodoro, a former Marikina city mayor, has categorically denied the allegations, describing them as malicious and unfounded attempts to damage his reputation. He asserted, "The accusations against me are malicious and false. Their allegations have no basis and are merely fabricated to tarnish my name."
Suggesting a political motive behind the complaints, Teodoro added, "It appears to be a politically motivated attack against me. Certain forces are working to undermine me."
Teodoro also indicated that he has yet to receive copies of the filed complaints.
Meanwhile, the Women and Children Protection Center (WCPC) of the PNP has announced that it is coordinating with the Criminal Investigation and Detection Group (CIDG) as the investigation continues. WCPC spokesperson Major Shari Vanneza Deseo stated, "We are still conducting an investigation and are currently working with the CIDG on this case. If no formal action or case has been filed yet, we have the authority to do so."
The DOJ and PNP remain vigilant in ensuring that justice is served, maintaining procedural fairness for all parties involved as the allegations are thoroughly examined.
