DILG Affirms Police Did Not Fire Shots in Death of Eric Saber During Protest

The Department of Interior and Local Government (DILG) clarified on Thursday that no police officers discharged firearms in connection with the fatal shooting of Eric Saber, a construction worker who died during the September 21 anti-corruption protest.

This declaration came through Camarines Sur Representative Arnie Fuentebella, the DILG budget sponsor, addressing concerns raised by Kamanggagawa party-list Representative Eli San Fernando during deliberations on the DILG’s proposed P285-billion budget for 2026. The Philippine National Police (PNP), which reported to the DILG, is involved in the inquiry.

"As far as we are concerned, none of our police personnel fired a weapon," Fuentebella stated, adding that photographic evidence showed some rioters carrying firearms. "It could have been an accidental discharge."

He emphasized, "We do not know the exact circumstances, but certainly, no police officer fired a gun intending to take the life of the individual mentioned by our colleague."

Fuentebella further assured that the police are committed to investigating Saber’s death thoroughly to ensure justice is served. "Justice must prevail. Since we have pictures of rioters with guns, we will identify and investigate them to bring justice to the deceased Filipino citizen," he said.

He also noted the importance of balancing respect for free speech with the need to prevent violence, stating, "While we honor people’s right to express themselves, violence cannot be condoned as we must enforce the law."

During the session, House Deputy Minority Leader and ACT Teachers party-list Representative Antonio Tinio questioned if the PNP had accounted for individuals injured during police operations, referencing videos showing the circumstances of Saber's death. Fuentebella responded, "None of the casualties were caused by the PNP."
